Knowledge Of Xaltotun?

How wide-spread do you all figure knowledge of Xaltotun's plot is in Nemedia and Aquilonia in the post Hour of the Dragon world? I run a game set in the years just after that disaster of a war. It doesn't appear Xaltotun contacted any of the outstanding tribes; perhaps he simply had no desire to collect them until he had a mighty host with which to control them. But I was thinking, if everyone in Nemedia knew Xaltotun was responsible for their current condition, there'd be some major witch burning going on. Or some kind of strike back against them, perhaps? Do you think anyone outside of the summoners and Conan himself even knows about Xaltotun?

I think lots of Nemedians but not so many Aquilonians would know that some kind of powerful wizard was helping the Nemedians, but few would know exactly who he was, or what his origins were.

It appears that Conan had him figured out, and probably wouldn't be shy about announcing his discovery in the aftermath.
Would he visit a scorched earth policy upon Nemedia as well?

I think that his marriage to Zenobia amounted to a "settlement" with Nemedia, an offer that Nemedia couldn't refuse.
