The riddle is a variation of what Machavelli wrote in The Prince: It is far better to be feared than loved.
What this means is that men, women and beasts will all betray you unless they fear you. In other words steal is terror. You can trust a man that fears you and hates you, but never a man that loves you and does not fear you.
