Did Kull Have A Sex Change?

I downloaded some free epub books of Howard's work and one of the books, Shadow Kingdoms Fallen, speaks of Kell, the Atlantean queen of Valusia. Is Kull her brother who is introduced later? or does she become Kull later? If the latter then is it mentioned somewhere in letters or comments why the change?
